OfferForge has a Publisher program and an Advertiser program. I took a look at the publisher tools, stats, creative and was impressed. The stats are excellent and there is plenty of creative. Simple to set up and get going as a publisher. While I did not sign up as an advertiser I would expect to the same simplicity and ease of use. Take a look OfferForge.
